Sugarcane Development Company of Khozestan was established in 1990 to achieve self-sufficiency in producing the country's strategic sugar needs, prevent unregulated imports, and utilize the exceptional potential of Khuzestan's lands for sugar cane cultivation. Following studies by the Sugar Fund in 1989, the Sugar and Auxiliary Industries Development Plan, the largest industrial-agricultural development plan in Iran, was included in the first five-year program. Seven sugar production units covering 84,000 hectares were planned for sugar cane cultivation and the establishment of sugar factories, sugar refining, animal feed, MDF industrial boards, paper, and biotechnology factories, including yeast and alcohol, with appropriate capacities needed for the country. Dehkhoda Sugar Cultivation and Industry Company is among the establishments in this sector.

Dehkhoda Sugar Power Plant, designed and constructed by SKODA-ABB using thermal recycling of the sugar production process, faced operational challenges years after construction due to the loss of the initial automation and control program.
